What does \u201cEnglish Learner\u201d mean? \/ \u00bfQu\u00e9 significa \u201cEnglish Learner\u201d?<\/h2>\n\t\t\t\t\t

An English Learner is a student who is developing English proficiency and qualifies for language support at school. This label describes current language-development needs. It does not describe intelligence, effort, or potential. Students should continue learning grade-level content while receiving support to develop English.

California uses the ELPAC to measure English language proficiency. Ask your school what your child\u2019s current overall performance level means and which language skill should improve next.

Reclassification \/ Reclasificaci\u00f3n<\/h3>\n\t\t\t\t\t

As of September 27, 2026, California uses English language proficiency as the sole reclassification criterion. Students who earn Overall Performance Level 4 on the Summative ELPAC, or Level 3 on the Summative Alternate ELPAC, meet the statewide threshold for reclassification. Ask the school whether your child has met the threshold and when the reclassification will be recorded.
